Sanction of officers Establishment is made on annual basis based on inputs & proposals received form lower information in view of Work Load, dedicated support & other Administrative requirement. Every year, proposals are asked, from all commands for changes required in the existing establishment. It has been experienced in the past that the issue of sanction is invariable delayed due to incomplete & in-correct data required for finalization of Establishment. Also data received is not in uniform format.

You are aware that, in order to make optimal Utilization of dynamic organization, capable of responding to the changed requirement and in order to stream line the Procedure, which shall facilitate issue of establishment sanction, 2 distinct categories of work formations R in existence in MES. 1) Maintenance formation 2) Project formation.

For each type of formation work load norms have been set, in view of type of work involved. Further, in most of the MES lower formations up to CWE Offices level, Computers are available but, its use has been restricted in doing secretarial work, as Office Automation software's have not been provided yet.

Hence, in order to facilitate timely issue of establishment sanction, the proposed Software has been developed in close co-ordination with Dir (Wks) of Command CE, so that Lower formations under each commands can submit information in pre-defined format, Uniformly with utmost accuracy. If this Software is made available/supplied to lower formations then data entry at higher formation can be avoided by Importing the data received form Lower formations. This will avoid data entry mistake at higher level, and also time consumed for data entry, sol also the accuracy of data input is ensured as it shall not be manually entered every higher formation.
